The speech will provide an overview of British policy prior to the return of Hong Kong to China. It will describe in particular the negotiations leading up to the Joint Declaration of 1984 and will trace the political and diplomatic implications of that agreement in the years that followed.

Dalena Wright is currently a senior fellow at the Ash Center at Harvard University's Kennedy School. This follows a long career in the United States Government as professional staff in the United States Congress and later the Agency for International Development and the State Department. She was Deputy Presidential Envoy to Bosnia following the war in the Balkans. She is presently converting her PhD thesis on the British negotiations preceding the return of Hong Kong in China into a book. |
